A Snapshot of Medicare in California

In California, Medicare Advantage plans are the Medicare coverage option chosen by 51% of all enrollees. The remaining 49% choose Original Medicare. The even split reflects the variety and quality of the Medicare options available in the state.

Original Medicare and Medicare Advantage plans are both popular among California seniors and other Medicare-eligible people. Medicare Advantage plan availability can vary considerably from county to county and may change annually. Because the options can be hard to sift through, working with a California Medicare agent can help.

Original Medicare includes Part A and Part B coverage, but it generally doesn't include routine vision care, most dental care, and hearing services. It also doesn't cover long-term care. Medicare Advantage plans must cover the same services and equipment as Original Medicare. The California Medicare Advantage market includes many plan options that provide extra benefits beyond what Original Medicare covers. That said, Medicare Advantage plans also come with limitations, like provider networks and prior authorization requirements.

Original Medicare coverage can include services beyond standard outpatient and hospital care. It can cover short-term skilled nursing facility stays, home health care, and hospice care. It also covers certain mental health services.

Prescription coverage depends on which Medicare option you choose. Original Medicare enrollees need to enroll in a separate Part D prescription plan for prescription coverage. Meanwhile, Medicare Advantage plans typically include prescription coverage. Total out-of-pocket drug costs can vary significantly based on your coverage type.

How to apply for Medicare in California?

Medicare eligibility in California follows the same nationwide rules as everywhere else in the country. You qualify for Medicare as a US citizen if you meet one of these criteria:

  • You're 65 or older
  • You have a qualifying disability, such as End-Stage Renal Disease or ALS
  • You've received SSDI for 24 months or more

Enrolling in California takes three key steps:

  1. Sign up for Original Medicare (Part A and Part B)
  2. Decide on your supplemental coverage:
    • Medicare Supplement (Medigap)
    • Medicare Advantage (Part C)
    • Part D (prescription drug coverage)
  3. Confirm your doctors are in network, update your pharmacy with your new plan, and activate any additional benefits included with your coverage

FAQs

How can a Medicare agent help me compare my coverage options in California?

Chapter's licensed California Medicare advisors can help you evaluate every plan option available, answer your questions, and help you find the best coverage for your specific needs at no cost to you. Schedule a free consultation or call Chapter at (855) 900-2427.

How does California's Medigap birthday rule work?

The California Medigap birthday rule allows enrollees in Medigap plans to switch plans yearly during the 60 days following their birthday. Those switching to a plan with equal or lesser benefits cannot be asked about their health history or have a coverage waiting period imposed. Enrollees can choose a new plan from their existing insurer or another insurer offering Medigap coverage in California.

Can moving to another California county change my Medicare Advantage or Part D options?

Yes, moving to a different county within California can change your Medicare Advantage or Part D coverage options. Private insurers offer plans in some counties but not others. Plan availability and specific coverage within each plan can change each year. When you move, you may become eligible for a Special Enrollment Period. During that period, you can switch to a new Medicare Advantage plan or back to Original Medicare.

Is there help available for income-limited California residents to pay for Medicare costs?

Yes, income-limited California residents may qualify for a Medicare Savings Program. The Qualified Medicare Beneficiary (QMB) program can cover Part B premiums and, in some cases, Part A premiums. The Specified Low-Income Medicare Beneficiary (SLMB) and Qualifying Individual (QI) programs cover Part B premiums. The Medicare Extra Help program helps cover Medicare Part D costs.
