Enrolling in Medicare can feel completely overwhelming. In addition to Original Medicare, there’s Medicare Supplement, Medicare Advantage, and Part D. Each has multiple—often many—different options with varying costs and coverage.
People spend weeks or months researching Medicare options, yet they still feel confused or unsure when they finally make a decision. That’s why around 30-50% of people use a Medicare agent to help them enroll in Medicare coverage. That percentage would likely be higher if people felt they could actually trust the Medicare agents they speak with.
The truth is, there are a lot of Medicare agents and brokers out there. Unfortunately, most lack the proper knowledge, data, and/or incentives to provide the best Medicare advice.
We were founded because of the systemic issues within the Medicare system that cause so many seniors to enroll in the wrong plans for their needs. The cost of poor plan choices? Thousands of dollars per year and worse health outcomes.
Chapter’s founder, Cobi Blumenfeld-Gantz, started Chapter when he saw his own parents, after hours of research and frustration, get pushed into ill-fitting plans by their Medicare agent. He didn’t want this to happen to anyone else.

Not all local brokers are the same, and many local Medicare agents are well intentioned. That said, they are only really incentivized to recommend plans that they get commissions for selling. And while some may choose to do what’s right and recommend the best plan for you, even if they don’t get paid, they often don’t have all the information they need to provide the best recommendation.
Above, we mentioned how we combine several data sources to make sure we have all the details of every plan. This takes a lot of work from our incredible data team. Unfortunately, sources that should be reliable may not have complete and accurate plan data—so even well-intentioned local Medicare agents may provide an unsuitable recommendation.
Some people argue that you should go with a local agent over Chapter because “they know the plans available in your area better.” This is false. We have the most accurate plan data and can help make sure your doctors and prescriptions are covered by your plan.
If you want a restaurant recommendation or directions to a local park, we’re not the best source. You’re better off asking a friend or turning to Google. But for Medicare, there’s nothing a local broker knows that we don’t. Quite the opposite.
Because we have a team of brokers helping people nationwide, many people find it easiest to compare us to medium and large brokers. Some of these companies have been around for decades and others for only a few years. Unfortunately many of them actively steer seniors toward plans that don’t fit their needs just to make more money. In fact, the Department of Justice recently sued three major Medicare brokers for claiming they were unbiased while allegedly pushing people into the plans that paid them the biggest kickbacks.
Each of these brokers is different, and some of the individual agents employed by these brokers are well intentioned. That said, most of these brokers are plagued by a mix of poor agent training, incorrect or incomplete plan information, and bad incentives.
