Being a “senior citizen” opens doors to numerous benefits in the state of New York. Whether you're looking for senior citizen discounts, tax breaks, or other perks, the qualifying age can vary by program.

For most benefits, you'll become eligible in your mid-60s, but some programs start offering advantages earlier. Let's explore when you can start accessing senior benefits across the state.

What is the senior citizen age requirement in New York?

The answer to this question can vary depending on who you ask. For some, the term “senior citizen” may feel like a state of mind. In other words, when you start feeling it, that’s when it applies. For others, it may be linked to certain milestones like eligibility for an AARP membership, when you become eligible for Medicare, or the beginning of Social Security benefits.

For Social Security, the full retirement age ranges from 62 to 67, depending on your birth year. However, in New York State, most programs and services generally consider someone a senior citizen when they turn 65. Once you reach this age, a variety of benefits become available, including reduced transportation fares, senior discounts, tax exemptions, and more.

What benefits do senior citizens get in New York?

Although eligibility requirements can differ between programs, there are a number of retirement benefits available to older adults in New York state. Below are some of the most notable ones.

Social Security

Social Security is a nationwide program that offers financial support to older adults. The amount you receive per month is based on your lifetime earnings and tax contribution. As of January 2025, the average Social Security payment is $1,976 per month.

To determine what your monthly payment might be, use this calculator or contact the Social Security Administration.

If you want to retire early, you can receive reduced payments as early as 62. Alternatively, if you prefer to continue working or defer Social Security income, you may receive higher payments.

If your Social Security benefits aren’t enough to support your needs, you may qualify for Supplemental Security Income (SSI), which offers additional financial assistance for those in need.

Healthcare benefits

Healthcare costs are one of the top expenses for older adults. As we age, we experience more health complications, so it’s important to make use of the various healthcare benefits you can receive as a senior in New York.

Medicare

Medicare is a federally funded health insurance program for adults 65+. If you’re already receiving Social Security benefits, you should be automatically enrolled in Medicare when you turn 65. If you’re not receiving SSA benefits, you will need to enroll in Medicare. Once enrolled, you will also need to make a choice between Original Medicare and Medicare Advantage

This New York state program is administered by the Department of Health. It provides monetary assistance to help older adults with copays for Medicare Part D prescription drugs, making medications more affordable.

Senior Citizen Rent Increase Exemption (SCRIE)

SCRIE helps eligible New Yorkers (age 62+), who are living in certain rentals or developments, freeze their rent. If your rent goes up, your landlord can receive a property tax credit to cover the difference, making it easier for you to stay in your home.

Discounted public transportation

Seniors 65+ (or those with qualifying disabilities) can receive reduced fare for transportation via MTA. They can also receive discounted MetroCards for use on subways, buses, and the Long Island Rail Road. Amtrak, a common choice for transportation in NY, also offers a senior discount for Amtrak fares

Access-A-Ride is a great option for older people with disabilities who can’t use typical public transportation. Private carriers provide door-to-door transportation in NYC with an advanced reservation. Additionally, Project CART in New York City offers free transportation for older adults in Manhattan Community Districts 1-8.

Utility discounts

Many utility companies offer senior discounts, helping to ease the financial burden of essential services, like heat, water, and electricity. Programs like HEAP (Home Energy Assistance Program), the Con Edison CONCERN Program, EAP (Energy Affordability Program), the Last Stop Heating Assistance Program, and Project Share can provide additional savings for qualifying seniors.

Legal aid and assistance

The New York state Legal Services Initiative grants senior citizens access to affordable legal assistance for matters like housing disputes, wills, and estate planning.

Tax Relief

Social Security retirement benefits are exempt from taxation in New York. Other forms of retirement income from pensions, IRAs, and 401ks are taxable in New York, but some taxpayers may qualify to deduct up to $20,000 of qualified retirement income.

Discounts to state parks and attractions

Through the Golden Park Program, New York State residents over 62 can enjoy free or discounted access to most state parks, boat launch sites, arboretums, state historic sites, and state-operated golf courses. To receive the discount, present your New York driver’s license or ID card between Monday and Friday (excluding holidays).

At what age do you stop paying taxes in New York?

There isn’t a certain age that completely exempts older adults from paying taxes, but as you age, more assistance programs and discounts become available.

Property taxes

For adults 65+, the Senior Citizen Homeowners’ Exemption (SCHE) reduces real property taxes by up to 50%. To qualify for this program, there are income limits and you must not have earned more than $58,399 in the last calendar year. You also must live in the property as your primary residence.

Additionally, some people may be eligible for programs like the Enhanced School Tax Relief Program (STAR exemption). To qualify, you must be 65+ with a total household income of less than $98,700. This tax reduction benefit is typically around $650.

Income taxes

If you continue working past age 65, you’ll still be subject to income tax. However, Social Security benefits are exempt from state income tax, which can be a significant relief for seniors who rely on this income.

Those who receive retirement income from other sources, such as pensions and IRAs, will need to pay taxes, but the $20,000 deduction helps residents reduce their tax bills.

Sales taxes

Senior citizens do not have any special exemption from sales taxes in New York. The state sales tax is 4%, though localities can add their own taxes, bringing the total up to 8.875% in some places.
